fixed by restoring the advanced IE settings:
Launch IE.

Tools.

Click on the ‘Advanced tab’ in the ‘Internet
options’.

Select ‘Restore Advanced settings’.

Next, click OK >> Click Done.

Finally, go to the QB application and run the
Payroll update again!
Add exceptions to firewall list:

Go to the Start menu>> type ‘Windows
firewall’ in the search bar.

Go to advanced settings, and click on ‘inbound
rules’.

Select ‘New rule’ >> select TCP.
·
Enter the correct Port for the version of your
QuickBooks.

Now, select ‘Allow connection>> Click
Next.

screen select the Date and time section.
